[Bugfix] Elion's Blessing – Fixed the issue where using the skill while mounted would display a different effect from the one displayed when using the skill while dismounted on land.

[QoL] Added the following effect that lasts for 1 minute for the Witch, Wizard skill Protected Area and the Valkyrie skill Elion's Blessing. While the current effect is active, the same effect cannot be applied again.
